The CCJ had ordered Guyana to re-impose the CET 28 days after its ruling.In addition, Ramson claims that the macro-economic stability of Guyana will be adversely affected should the CET be re-imposed within the time prescribed.In a statement to support the application, Guyana states that the Ministry of Tourism, Industry and Commerce has been monitoring the importation of cement and the adequacy of supplies relative to the infrastructural and development works, both of a public and private nature in Guyana.The Guyana application takes note of the fact that TCL in several full page advertisements in the newspapers published within the last month purport to assert that it has quantities of cement which in their estimation are adequate to meet the demands for this commodity within Guyana.However, Ramson argues that importers of cement into Guyana had placed orders with non-CARICOM sources prior to the 20th day of August 2009 based upon their understanding that the Common External Tariff was not in effect and are yet to receive delivery of their consignments from their suppliers.Should these be required by the government to pay the CET ordered by the CCJ they will suffer severe financial hardship and would lose their competitive status viz-a-vis TCL.Guyana’s application also points out that when it comes to prices, both wholesale and retail for cement,Cheap NFL Jerseys, these prices continue to vary from importer to importer.
